Vladimir Sloutsker has extensive experience in politics and religious relations, in particular in working on Jewish-Russian relations and Jewish Diasporas.

Dr. Vladimir Sloutsker began his political career as a Senator representing the Chuvash Republic in the Senate of the Russian Federation. During this time (2002 – 2010), Sloutsker also served as Vice Chairman of the Senate Committee on National Policy and Relations with Religious Organisations within the Russian Federation.

While fulfilling these roles, Sloutsker became Chairman of the Russian Jewish Congress and Vice Chairman of the European Jewish Congress. His in-post focus was the strengthening and development of the Jewish community across Europe, with a particular emphasis on the Russian Jewry. He served in these roles from 2004 and 2006.

In 2008, Sloutsker joined and led the European Friends of Israel; a group comprised of over 1,500 international members of parliament who identified as Friends of Israel, making it the largest organisation of its kind. By 2011, Mr Sloutsker had become an Israeli citizen and emigrated to the country.

Upon joining the EFI, Sloutsker helped organise the first policy conference of its kind in Paris, involving 350 Parliamentarians from across Europe. This was a demonstration of their support for Israel, and to strengthen the relationship between Europe and the Jewish state.

As part of his ongoing commitment to tackling international anti-Semitism, Vladimir Sloutsker launched the Israeli Jewish Congress (IJC) in 2012. This independent, Israel-based organisation’s purpose was to support the establishment of Israel as a Jewish state, strengthen ties between the Jewish diaspora across Europe, and ensure that the Jewish community has a voice with Israeli officials and lawmakers.

As part of his work with the IJC, Sloutsker launched the European Forum of the Knesset, which continues to focus on establishing successful diplomatic and trade relations.

Born in 1956, Sloutsker went on to study at the High Institute of Transportation Technology, Moscow. He later gained his PhD in design reliability of ferroconcrete bridge superstructure. Before entering the world of politics, Sloutsker was the director of several successful commodity trading business.
